When responding to emergency situations, the involvement of forces and means of the RSChS is carried out according to previously developed plans that take into account the most likely events, however, each emergency situation is individual and requires the involvement of forces and means based on the current situation. The person making the decision to attract forces and means makes decisions in conditions of uncertainty caused by insufficient information about the emergency and, as a rule, the spontaneity of its development, which are characteristic phenomena at the initial stage of the response, at the very moment when it is necessary to send forces and means. In this regard, in the event of large-scale emergencies that require a non-standard set of forces and means involved, the decision maker may make a mistake in determining the forces and means involved. In this connection, the development of a methodology for a comprehensive analysis of the system for managing the response of forces and means of the RSChS to emergency situations is an extremely urgent task
