The rapidly developing infrastructure of St. Petersburg, the growth of the city's population, the growing tourist flow, climatic conditions, the presence of a significant number of reservoirs lead to a high number of accidents in the waters of St. Petersburg, due to its geographical features. Due to the active development of water tourism, the risk of new incidents in the water area of St. Petersburg the city increases. In this regard, the urgent task is to organize a prompt response to incidents that occurred on the water bodies of the metropolis. The article developed a functional model for managing the forces and means of the RSChS during search and rescue operations in the waters of St. Petersburg in the IDEF0 methodology. The implementation and implementation of which will allow solving a number of important problematic issues, namely: to optimize the number and composition of involved SIS; reduce the response time, as well as increase the efficiency of response during the RPS in the waters of St. Petersburg
