Every year, the growing demand of the population for oil and its refined products implies the growth of companies engaged in the transportation of dangerous goods. An increase in the number of shipments entails an increase in emergency situations, which can be a source of emergencies. The effectiveness of the decisions taken in the liquidation of accidents is directly related to the actions of the units that take part in this process. The management of the process of liquidation of consequences in the system of the Ministry of Emergency Situations of Russia is carried out by the operational duty shift of the crisis management center. Based on the shift work algorithm, criteria and indicators were identified that allow evaluating the decision being made. The paper has developed a model for evaluating the effectiveness of solving management problems, which includes three blocks: selection of a tree of criteria and indicators, multi-criteria analysis and efficiency assessment.
